Problems with Bursting an Oracle Report

I'm trying to burst a 9i Oracle Report. My xml distribution file does 2 things. 1) creates individual pdfs for each department. 2) emails each department their pdf. Now the hard copies of the pdfs are fine, but the ones that are emailed contain an extra page of data from a different department. Anyone ever experience this? Anyone have any ideas?
