I don't know how this is done, the corporate staff who takes care of LAN and network issues tells us the IP address that they are making available to the internet. We install the forms and reports along with the runtimes to the client machines, and the runtime uses the IP that is in TNSNAMES to connect to the database. I don't know anything about how the corporate LAN takes care of security, but I am certain that it is tight.

No, none of that. It's a static IP in TNSNAMES.
