There's another property on the (repeating) frames. Don't remember exactly the name, but it's something like "print in all pages, pring first page, print but on the first page" and so on. It's there on the frame's property page. Your setting might be "print first page". The outer frame (if any) must have the vertical flexibility allowed too even if it's not a repeating frame.
