We work with an extremely talented Oracle database contractor and when we moved from 8i to 9i we were not able to migrate our 8i Designer instance to 9i. He said that it could be done, but it would be pretty ugly. The best thing is to install a new 9i instance and start from scratch.
I you want, I can get you his contact information and you can speak with him directly to pick his brain on the matter.
