Hi,
I did some poking around in the forums over at OTN. It appears that I have bumped into a discrepancy between the windows port of 9.2 and the Linux port.

Another way to look at it is that it is a documentation bug.

Or more likely a generic UNIX bug:
"Impossible to correctly install Oracle Workflow 2.6.2 on UNIX; oracle_home/wf directory not created; impossible to run oracle workflow configuration assistant."

Perhaps the issue will get resolved during one of the 10g releases.
