Forms is a wonderful environment for development, but with some limitations depending upon how your system is architected. .NET sounds like all-MS, and where I'm sitting all-MS is possibly short-sighted. Everyone is different but about 11% of the clients in my world are non-MS or non-IE clients. We use Forms and JSP. JSP mostly for wider-network apps where an "unconnected" app comes in handy. There are a ton of issues that come to play in a decision like this.
