Your question is somewhat vague - there are literally dozens of possible answers depending on what you are trying to do and what environment (tool, database, operating system) you are trying to use.

You might want to look at the 'paint by numbers' kit available at http://otn.oracle.com/obe.start/index.html to help get you started. It shows some of the simpler mechanisms.
