I fixed the problem,
I work for a company that puts out an image of the operating system through the network that installs, as you rightly supposed, an older version of oracle and locks it down (the uninstall button was grey). So I got arond it by removing it from the registry, deleting files from disk and the rebooting. After that the install went fine.
