Did you build an instance? DId you configure your network communication stack?
And: did you reboot? It looks like your environment settings are not yet known by XP. %oracle_home% would be very basic, and I'm somewhat surprised to see that.

If all of the above is Yes, how did you start sqlplus?  From a command prompt? If so, did you type: set oracle_sid=XXXX
first? XXXX is to be replaced with the SID you gave your instance, a common one would be ORCL - don't know for sure if that's the "standard demo" one in your case.
