Which was installed first? Forms or the database? Oracle advises, and it works much better, if Forms is installed first.

If not ... get back to basics. Go to metalink and look up the information on having multiple homes. You likely will need to change the default Oracle Home manually or with the tool Oracle provides. Be sure to test your changes with TNSPING.
