I don't know of any stats, but would guess that the largest single installed [Quoted] base would be 8i -the lowest supported version. To make a product compatible [Quoted] with the largest possible user base presumably you'd be looking at 7.3 or even earlier if possible since Oracle versions are generally backwardly compatible.
I wouldn't do any new development on anything other than 9.2 these days, since 817 is about to be desupported.
