You can download a trial version of Oracle 9i personal edition from http://technet.oracle.com/software/products/8i_personal/content.html.

You can download a trial version of Toad at http://www.quest.com/toad/

The database comes with test tables in a schema called SCOTT. This should get installed automatically.
