Hallo,
Oracle RDBMS is free for development.
I do not know about Toad licensing, but Pl/SQL Developer (http://www.allroundautomations.nl/plsqldev.html) has trial version and you can use TORA (http://www.globecom.se/tora/) too, it is free.
