urgent ....oracle portal installation problem??

When i install oracle portal after installation it gives error

When i install oracle portal after installation it gives error
Error: The enabler configuration table (WWSEC_ENABLER_CONFIG_INFO$) does not have any entries.
i have also run ssodatan script but no effect on this table this table is empty.
when i login to portal it gives error proxy log on fail
i have proper entry in connection string
hostname:port:sid
server:1521:server4
i have try several times to access portal but it gives error
i have spend a month on this issue
plz help me
