You can not do this without Oracle's permission ... and have an explicit license agreement with them. To do that, you need to negotiate with their Partner/Channel managers.
Several options:
- SQL Loader is included as part of the database license at the end user's system. You should not have to ship it at all, but you could ship everything needed to make it run (control files, invocation scripts, etc.)
- Look at the Oracle Partner program. It is possible to sign up & ship complete and partial installs.
- If you go through the OPN, you can even use the Oracle Installer to do installation for your product <g>
