Installing developer into a different home from 8i is a given. You'll have major problems if you don't.

Actually, there are good reasons for why they tell you to install 6i first--mainly it's because 6i's installer is awful. A co-worker of mine installed 9i client before TRYING to install 6i developer. He had a false start, cancelled out of the 6i setup when he went into custom install and changed his mind, deciding to do a typical install after seeing the confusing mess of the custom installer (there was no "back" button), and thereafter he could not get the 6i installer to run again--it would just banner and close. He ultimately had to uninstall 9i, remove the Oracle directories, clean out the registry of anything Oracle, and start over installing 6i developer first. Also, if I remember right, the 6i installer won't prevent you from installing to an existing oracle home and, thus, trashing it.
