I don't agree. Designer is a good place to build Forms. Just make shure you have a decent set of templates and object libraries. Of course, Developer lets you manipulate your layout more easy but generating leaves you an application with a standard look-and-feel. Reverse enginering is not an option. After that, you can never re-generate them and keep your layout.
