Install Portal of the 9iAS 10222 version - it can still be downloaded from OTN - look in the 'Archived Products' section of 9iAS Application server downloads.
Portal 3.0.9 does not differ a lot from WebDb 2.2 in terminology; Release 2 of Portal (now standard) does! Hint: buy two large workstations and build your own 9iAS Release 2 environment.
