Run time error TNS Service name not resolved

Hi ,

name could not resolved Error at run time.
Iam using VB application as client and VB dll with MTS as middlelayer
and Back end as ORacle 8i.
This error we got twice-thrice in a month .
And after restarting application server it works fine.
without any changes in names space .
Please help me on this.
