Afaik it was renamed to Oracle Portal 3.0. Part of it is shipped with 8i starting with 8.1.6 and is called PL/SQL Web Toolkit (aka OWA) along with Oracle HTTP Server (OHS) and mod_plsql - the Apache gateway module. As I see it, it's not the complete product, just some leftovers to keep your PL/SQL web apps running without WebDB. So look at Portal 3.0, it must be the same thing you're after. :)
