Depends on Oracle version etc.
Sounds like PL/SQL Server Pages might be the go. Search the Oracle documents (http://tahiti.oracle.com). It can be a bit confusing at first because Oracle has changed the names of their web support products a number of times and whithout version info etc, e cannot be more specific.
