Oracle Workflow has a PL/SQL API that you can call from database stored procedures. So if you can activate Oracle Stored Procedures from Powerbuilder then you can work with Oracle's Workflow. (By the way there is also a Java based API for the Workflow).
You can install it on the same server, but in a different directory
(ORACLE_HOME).
