The Microsoft Distributed Transaction Coordinator loads the ociw32.dll. According to Microsoft (knowledge base Q233297) it should only load on demand. Rather it loads at boot time. You have to stop the Microsoft Distributed Transaction Coordinator service to unlock ociw32.dll.
