Forms 4.5 problem on XP

Hi All,
[Quoted] [Quoted] I installed developer 4.5 client on win xp as administrator user, and I can [Quoted] [Quoted] start run forms application as administrator without any error.

But, if I start the forms application as a user other than administrator, [Quoted] it prompted the error message:

FRM-40034: Cannot attach the library file.

My shortcut (a .bat file) to run the application as below: start C:\orant\BIN\F45RUN32.EXE L:\MENU\l2sgn.fmx

How to solve the problem?
