At OW-SF this year Bill Dwight VP of Applciations Development Tools gave Oracle's view point quite clearly.

Oracle Forms is here to stay. Oracle10i Forms is currently in the works with new features. As with Oracle9i Forms which is out now it will be a web only version. There are lots of resources and success stories of people who migrated their Forms applications to the Web at: http://otn.oracle.com/products/forms/htdocs/upgrade/content.html

Don't knock this solution if you haven't tried it. It works great.

As far as Java, Oracle9i JDeveloper will continue to be developed and it will include new features to make it more friendly to Oracle Forms users, and Java beginners.
