This is normal.
I believe there is an option button on that error page that invites you to create a new oracle home and then proceed with the install. BTW, you can "EXPECT" Oracle to want/need different Oracle Homes for different installation on the same host. If you already have something/anything from Oracle installed on Windows2000 you will almost certainly have a Start menu item; Start > Programs > Oracle for WindowsNT
and this should lead you to "Oracle Home Selector" or to "Using Multiple Oracle Homes" which should explain things. I currently have 3 Oracle Homes, partly because I'm running Apps 11i.
