He was replying as though you were on a Unix box. In Windows, you don't have an ftp server installed by default, so open an Explorer window and copy your working tnsnames.ora and sqlnet.ora files (probably in c:\oracle\ora81\network\admin) to the equivalent directories for forms/reports (depends on what you answered when you installed). If you do a 'search' of your hard disk when you're done, every tnsnames.ora and sqlnet.ora, in any directory, should have the same date. You can also set a system environment variable, TNS_ADMIN to point to the good directory, in Control Panel -> System -> Advanced tab -> Environment Variables button.
