The previous answer needs to be "fixed" a little bit.
The final client/server version of the product is Forms/Reports Developer 6i. The runtime for client/server is free and can be downloaded from OTN.
Developer 9i on the other hand, is part of the new 9iDS package and is solely for the web development/deployment. To deploy the 9i forms and/or reports, you need to obtain an 9iAS Enterprise Edition license. 9iAS standart edition does NOT include the forms and reports services - has to be EE.
Developer/2000 (there were/are multiple versions such as 1.6.1, 2.1 and 6.0) are no longer supported by Oracle.
