Also define the ORACLE_PATH variable (in the registry or as system variable) on windows.
I do recommend using the system variables instead of messing around with the registry settings.
Matter of fact, you can use the FORMS60_PATH for development but you should use the ORACLE_PATH for the executables (*mmx, *fmx, *plx, etc). hope this helps
