Oracle XSU: Cannot map Unicode to Oracle character.

Hi,
  I am using Oracle XSU for Oracle 9.2 to read data and keep getting error:
<?xml version = '1.0'?>
<ERROR>oracle.xml.sql.OracleXMLSQLException:
Cannot map Unicode to Oracle character.
</ERROR>

I tried UTF-8 and UTF encoding with no luck. Please help.
