If you properly installed and started Apache which is done by default in an 8.1.7 install. Or go to $ORACLE_HOME/Apache/Apache/bin/ and run
apachectl start
then point your browser to
localhost:7777
You should see Apache splash page
Click on mod_plsql link
then click on
Gateway Database Access Descriptor Settings link then click
Add Default (blank configuration) link
and create a DAD(Data Access Descriptor
Then you can create htp calls and run thru http://localhost/pls/<DAD name>
