If you already have shared diskspace and users have the appropriate rights etc, maybe that's the easiest.
If not, you can store in the database but the creator has to indicate who can access these workbooks (manage workbooks), and maybe that's too much overhead.
Both work reliable: disks depend on your file server, and for storing in the db: if you have no db-connection, discoverer can't work anyway.
