Also, look for trace files, typically located in $ORACLE_HOME/rdbms/log. They might provide a clue as to what is happening.

In additon, check the $ORACLE_HOME/dbs directory for directories with names like core_12345. If there are, contact Oracle support. The server is probably crashing when you try to connect.

That said, I agree with Daniel. It's probably a configuration problem.
