Do you mean the SQL*Plus executable itself instead of the Enterprise Manager 'SQL*Plus Worksheet' wrapper around SQL*Plus? On Windows, SQL*Plus should be in your menu. Or look for the sqlplusw.exe and sqlplus.exe binaries in the Oracle bin directory.
Perhaps the iSQL*Plus web based interface would be useful? You can user this from pretty much any browser. The iSQL*Plus server is available on Windows in the 9.0.1 Server release and will be available on other platforms in future releases.
