Problems when installing the repository

Hi,
[Quoted] i'm having problems creating a repository with the Repository Administration Utility (I have Oracle Designer 6i). When i try to start the process of installing the repository i get the following error message: "You don't have SELECT privilege on sys.V_$PARAMETER view. This process cannot proceed."
Since i'm a beginner in Oracle, maybe i forgot some step in the installation guide, although i tried to follow it exactly. I would be very grateful for any suggestion.
