Oracle Designer: Registering a schema in the Repository

I am a new user of Designer 6i. We are using Oracle 8.1.7 and Designer 6i release 4. I have been able to create the repository and am now trying to register an existing schema. However, when I run jr_registration.register('<User>'
I get the following error
