I hope Oracle8i do support certain kind of triggers ( like database level ) which if u mingle with replication stuffs may work out for u to get a solution as per your 3rd option ..( thining migration to 8i is not much difficult task at your end )
or ..the demand ( suppose originated by the end user ) could be recorded in a table which may have a trigger in it to fire a procedure that will do your replication stuffs ..
if u find something working in this way do let me know about how did u do that even if nothing works out this way then let me know .. :)
