Oracle8i Client 8.1.7 Install Question

[Quoted] I'm a newbie and am trying to install Oracle8i Client 8.1.7 on a couple Windows NT machines. Everything goes smoothly on one, but on the other, I get to 100% on the tools installation but the Net8 Configuration Assistant doesn't install. The reason cited is "No output available for this tool"
What does this mean? Both machines are practically identical.
