this shouldn't be too hard, Forms can handle this automatically for you. In the database you need to create a view with a script supplied with Forms. I'm not at work at the moment so I can't check but the script is called something like frm60sec.sql.
Then you go to the Forms menu editor. For every menu item you can specify for which roles it has to be enabled. You can also specify if the disabled items are greyed-out or invisible (I'm sorry that I can't give you the name of the properties involved at this moment, it's something in 'menu security' or so).
