REPOST: Database Access Problems with Enterprise Manager

Hi,

im trying to use the Oracle Enterprise Manager to administer some Test Databases.
I've installed all the database instances on the same physical machine (Windows 2000 , Siemens Primergy wit 2 Xeon Procs) also the Management Respository is located inside an own database instance.

If i wants to administer now some instance via Enterprise Manager e.q to export some Tabelspaces, or Backup the instance i will get every time the error message : VNI - 2015 Fehler bei Berechtigungsprüfung ( it's the German Installation)

or if i wants to access an instance via EM i get another errormessage :

ORA 01031 : insuffient privileges.
After that the DBA Login Dialog appears where i now could insert the correct values.

I have done all the things inside the Documentation included in the EM but i can't find anything other to do

I have also inserted the ID Data to use for a Node or a specific database like described in the documentation
