But to answer your question you can connect to the Oracle database through native tools such as SQL*Net and OCI and through generic interfaces such as ODBC and JDBC. Which means you can front-end an Oracle application with Oracle Forms, Oracle Reports, PowerBuilder, XML, Java, C, C++, Pascal, Delphi, ASP, JavaScript, HTML, VB Script, Access, Cold Fusion, Sapphire, Cognos, Seagate Crystal, and many many other products. Choose your poison.

But before you do ... please get someone inhouse that knows Oracle. And remember one important difference between Oracle and other products. To use Oracle you MUST read the manuals. Otherwise you will find yourself getting intimate with the phrase RTFM.
