I think you might need to read around the subject a little before proceeding further.
The specific answers to your questions are: to change the size of the shared pool, locate your init.ora, and change the setting in there called shared_pool_size to some new number. The shared pool is an area of memory where Oracle caches all SQL statements (and their execution plans) ever sent to the database, and those parts of the data dictionary which are needed to make sense of what those SQL Statements are asking for ('what are the columns in the EMP table?', 'what indexes are available for use?','what security privileges does this user posses?' and so on).
You might want to look at the 'books' link on my site, just to get started. There's a paper there (called 'Database Architecture'), which may help explain some of the basics, including this one. After that, there's a heap of Oracle Press books you could start with.
