Obtaining Oracle error description in Pro*C

Hi!
I am looking for the function or other solution to get error code description under Pro*C.
There is sqlca structure and its sqlerrmc component, but it can be used only after error occurence. I need access to any error code description in any time, something like rgetlmsg function in Informix ESQL.
