Designer/2000?

I'm reading a book:

The book requires I have Designer/2000 install with Oracle Personal8i.

I have Oracle8i Personal installed. I Do Not have the software Designer/2000. I did visit Oracle's download Web site. They list  "Designer". Is this Designer/2000? If not, where can I get Designer/2000?
