The problem was with the PATH. Even though I had rebooted the machine several times, it hadn't updated the autoexec.bat file with the correct path for $ORACLE_HOME/bin. I tried to manually edit it inside Windows Notepad, but it complained a sharing violation and couldn't change the file. (This may be an altogether different Windows problem).
I booted the machine in the MSDOS mode and was successfully able to edit the autoexec.bat file to include the $ORACLE_HOME/bin in the path. After I rebooted the machine the Net8 tools worked fine.
