problem registring oracle_db_up_down event

Hallo!
I registered the standard oracle_db_up_down event for one of my databases with the Oracle Enterprise Manager. Every thing seems to be o.k. but:
- the event should be checked every 30 seconds, what is done never!
- I can not select a fixit job even when I created them.
What have I done wrong?
