If it is a very high-pitch whistle it may be coming from your screen. You can test this out by switching off the screen to see if the sound goes away. I have this myself on two very-old screens I have on some of my PCs.

The problem is probably not Oracle, but SQL Plus driving your screen, CPU or power supply a bit harder so that a problem with one of these components reveals itself. Take it in to get serviced.
