I would recommend delphi in combination with Direct Oracle Access from www.allroundautomations.nl
with this combination you don't need to have the delphi client/server
version, professional is Ok.
The components from allroundautomations are very easy to use, and of
course delphi as a programming language is superb also for GUI design.
Much easier to deve lop in than forms developer/builder.
