New Oracle Developer question

I have been a developer and DBA in the Sybase world for about 6 years now. Now I was told we are moving to Oracle 9iAS for our web applications. This has been about 2 -3 months now of reading Oracle books, installing software, and trying to understand the massive amount of tools available in the development suite. I have finally got a "simple" web application going using the Oracle 101 book which is very recommended by the way.

I know this is a very large question to answer but can someone who has done this for awhile lead me down the right road. It just seems like the amount of tools I must learn is way too many for anyone to learn.

What tools are absolutely necessary to use in order to build a mid size web application? Can I build the whole application in the design editor or the Portal? What other tools are "absolutely" necessary?
