This is annoying!!!!!!
I followed the URL, and it took me 4!!!! minutes on a 56k line to download that stupid screenshot, and it appears to be an RTFM issue. (Sorry for using the abbrev, but I can't put it more plainly) The 'system config' is *by design* in %ORACLE_HOME%\network\admin or in the directory pointed to by TNS_ADMIN
